There are now some 60,000 incarcerated persons in France -- i.e. 50 % more than in 1983. The rise in the prison population corresponds only too well to a general tendency in Europe: criminalization of poverty, a policy that in itself leads to a growing pauperization of the prison milieu. The latter phenomenon hits the inmates, who are confronted with alarming survival conditions (lack of hygiene, poorly balanced nutrition, and grimy, dilapidated buildings).
La Commission Étrangers d'Act Up-Paris a été créée pour défendre les droits des malades étrangers vivant en France. Participant à la mobilisation contre les lois sur l'immigration, lois Debré puis Chevènement en 1997 et 1998, elle a contribué en 1997 à l'inscription dans la loi de l'inexpulsabilité des personnes atteintes de pathologies graves. Aujourd'hui, un malade du sida ne peut légalement plus être expulsé vers un pays où il ne pourra obtenir les traitements et le suivi médical que son état de santé requiert.
The Foreigners Commission of Act Up-Paris was created to defend the rights of foreigners living in France who are sick. Participating in the mobilization against immigration laws, first the Debré then the Chevènement laws of 1997 and 1998, it contributed in 1997 to having the law include stipulation of the non-deportability of seriously ill people. It was only in the summer of 1999, nearly twenty years after the beginning of the epidemic that one could finally find a homosexual speaking on television, at midnight, about AIDS and sexuality as part of a prevention campaign.
Depuis 11 ans, Act Up-Paris réclame des campagnes ciblées et permanentes dans les médias grand public qui parlent ouvertement des pratiques à risque et des moyens de se protéger. Il aura fallu attendre l'été 1999, près de vingt ans après le début de l'épidémie, pour voir enfin, à minuit, un homosexuel parler de sida et de sexualité à la télévision dans le cadre d'une campagne de prévention.
Dramatically narcissistic
L'épidémie frappe de plus en plus les femmes. Les pouvoirs publics s'en alarment. Et pourtant, rien n'est fait pour donner la parole aux séropositives. Les discours, les pratiques médicales et la prévention en direction des femmes restent en décalage avec la réalité de l'épidémie.
The epidemic increasingly affects women. Public authorities are alarmed. Nevertheless, nothing is done to give the floor to people with HIV. Speeches, medical practice and prevention addressed to women remain out of touch with the reality of the epidemic.
En avril 2000, sur l'île de Jersey, la 11ème conférence internationale sur la réduction des risques liés à l'usage de drogues n'a cessé de tourner en rond - autour de l'obstacle de la prohibition.
